No, not all clans are based on races. For example, our clan "Many in One," Lesha Pank's clan "Man to Man," and Querty's clan "Order of the Phoenix" – all these clans are not organized based on "racial affiliation." Therefore, there can be as many clans as you like.

P.S. I wish you good luck in creating a clan. It's not an easy task!;)
