The game had a bugged generation, but I realized it too late. On turn 116, we exchanged castles with the AI; he was a noob and didn't even set 1000 gold. I had cavalry in the Fortress, and the AI placed a Citadel on turn 117, but the main issue was the complete lack of money on the resource tiles; they were tiny and blocked by the Guardians of the Outcast.
