Overall, I agree with the Leader. Using ICQ and Skype is a personal matter for everyone. If someone doesn't want to communicate with someone, they can always block them. But there's one caveat. If two players are paired in a tournament and they have to communicate with each other, then I think it's reasonable to require at least a minimum level of respect for the opponent in this case.
