But here you're wrong; absolutely anyone can judge, if HeroesWorld wants to, HeroesWorld will judge, the only question is within what framework this judgment will operate, and here we return to where we started – the rules of HeroesWorld only work inside HeroesWorld. And consequently, any talk about cows and the like can go take a walk, because possible HeroesWorld decisions do not extend to the described locations.

But this is all demagoguery, because here is the key question:

The AC was created to resolve disputable situations: maphack, cheating, clones, in-game moments.

Should the AC deal with such issues at all? If we think it should, then the considerations described above apply, and if we think it's not its concern, then, of course, no sanctions for ICQ and Skype. The only question now is how to decide whether it should or shouldn't, if the AC itself has seemingly already decided, and our forum referendums traditionally end unsuccessfully.
