Formally, whoever has the authority in a given place establishes the rules there, and HeroesWorld may also make decisions based on sources unrelated to HeroesWorld. The people making decisions on behalf of HeroesWorld in this section are the AK. If someone does not consider this body legitimate, they may conduct a poll, but it seems to me such people will remain in the overwhelming minority.
