TOURNEY "Sea Battle" - rules and discussion

:) wanted to note that there are many more players in the third game, but then realized that this argument doesn't support my point:) okay, but a badge for judging every 2-3 tournaments can be given, why be stingy?!:)

Look at the situation with the 5TE tournaments - not a single champion on either the league or HeroesWorld! An incentive for judges!

In Heroes 5, there are practically no active players left: what champions?!
Here the two of us, me and Noom, came to the CIS Championship 2014, but what else is there to say?

Question: should penalties be applied for unplayed matches against opponents who withdrew from the tournament, or who played a negligible number of games (not 20, but less than 1/4 - up to 5 games)?

I think we won't apply penalties to those who stayed in the tournament and tried to play all their games just because, for example, killa disappeared for several months... Sanctions will be applied to those who didn't report in and vanished into oblivion.
In short, we will make a final decision by 01.06.2014.
