Appeals Committee. Disputed situations in tournaments.

It has always been interesting to know how the composition of the Advisory Committee is determined. Is it like under communism, where those in power came to power and subsequent appointments were made by the ruling party? Or is it like under democracy, where the power to choose lies with the people for a certain period (in Russia, the Constitution of the Russian Federation acts as a regulator)?
