it's not about whether it's impossible... it's about building them in the first week, buying them in the second, and going to war. In the second week, you can build them almost always, and even without eyes, you can gather an army to capture the required resources, but this already leads to some loss of building efficiency - you can't build Medusas without eyes either - a week has passed, and there are no archers in the army - and that's not very pleasant.
