Development of a Necropolis mage hero

Restorer is indeed a good build, even without the Dynasty skill. However, I would like to know if the rumors are true that a fully developed Restorer is almost powerless against a fully developed Warlord (Orc Warrior with Tears skill) with his dispel and reputation skills.

As for the topic of discussion: Is there a viable build for a BLOOD Necromancer-Mage? Or can you level up in absolutely the same way?
