Objective restarts are considered on the day they are discovered, and claims regarding them must also be made on the day of discovery.

If the opponent agreed to a restart, then the opportunity has passed; you should have acted sooner.

IMO, that's correct.

In all my tournaments, I interpreted such episodes in this way.
