Well, I don't know. In my opinion, it's better to have inactive players. Inactive players are harmless as long as they don't write anything.

Actually, it's the opposite. It's impossible to determine who the inactive players are. You can only identify them by their non-aggression pacts. But you can determine the stance of those who write. Whether it's positive or negative.
Therefore, if dealing with inactive players is essentially a gamble, you can at least figure out something with active players.
And simply, from a moral standpoint - we're here to play the game, not just to send non-aggression pacts.
