I'm in a hurry to report that version #3 is working. At least, after I killed the last set of dragons, the brown player was defeated, and the ally became vulnerable.

Which is the first, and which is the last set? I haven't killed all the groups of dragons, but the quests have been completed. That is, I killed the groups that contained dragons from the quests. But there are still groups of dragons on the island that I haven't killed. Did you eliminate all of them, even those that only vaguely resembled dragons?
