Secondary non-disclosure agreements (NDAs) in mafia games are problematic because their absence puts those in the block at a disadvantage, especially if these secondary NDAs were previously in effect. Often, players with secondary NDAs and in the block are targeted. Therefore, in some situations, it's better not to use them at all or to do so sparingly.
