But I didn't give up and kept carrying on. After the first non-functional monolith, the opponent did not stall the game. Instead, they continued. Thereby making it clear that this was generally acceptable to them. According to the standard HeroesWorld rules, which we were playing by: "2.14. Actions not prohibited/not restricted by these rules are permitted." The fact of the lack of access to the center was confirmed after the first week. There are no grounds for a tech loss under the current HeroesWorld rules.
Well, of course, requesting a tech loss here can only be done by the aggrieved party.
