3. Tournament Format
A 32-player tournament with random draws for rounds 1-2 and rounds 3-4 (a new draw after round 2). If there are fewer than 32 participants, the second round (if desired) will allow free entry in order of priority: 1. Champions of previous CIS tournaments; 2. Organizer-participants (Lizard and Vasya); 3. Participants who were the first to contribute at least 1/2 of the buy-in to the prize pool (i.e., at least $25 to a $50 buy-in).

I just noticed this now.
What is this? I am strongly against such privileges. The draw procedure does not allow for substitutions. All free slots in the first round, if any, must be strictly random.
The draw will be held for each round!
The only exception could be one exclusive ticket to the second round, which we could sell at auction for additional money in the prize pool (as was done in Yekaterinburg). Secondly, no self-respecting Heroes player would use the above-mentioned privileges.
Thirdly, the Swiss system has proven its effectiveness, so why abandon it?
