Perhaps the problem lies within the game itself. It might be a not-so-good version. I can't really judge, as I've never encountered this before.

I understand. Otherwise, everything is fine – it's just a bit inconvenient with the dwellings, as their upgrades can only be done through the Fortress. But it's not a critical issue.
