There's only one way to vote, so that this situation doesn't arise in other tournaments.

1. There's no such problem for the season, and the rules are for the season.
2. The people will vote, but the tournaments are run by judges and guys from the AC. And they will listen to the opinion of the majority and/or do everything properly.
3. This is a double-edged sword. First, if you allow draws and, as a result of messing around, motivation is lost, and a player may not finish the game. And as a result, half of the games in the group are not played. Of course, you can punish him and not let him into other tournaments, but if you punish for this (some just withdraw), then there will be no one left.
I personally don't see anything wrong with draws, as it hasn't affected me yet. Would I finish the game if I was treated like that? - I can't say.
