There is a need for a referendum! Two questions: about the appropriateness of fixed matches and about the number of points awarded in the event of a draw.
IMHO. The questions are interconnected, because since the sum of points in a draw (0.5+0.5) is equal to the sum of points in the event that someone wins (1+0). Ideally, it should be done like in football: 3 for a win (total 3+0), 1 for a draw (total 1+1) and leave the possibility of making fixed matches (because this cannot be avoided anyway).
When discussing how many points to award for a draw, it is necessary to take into account the fact that games in groups sometimes take place in 2 rounds, where not only draws are possible, but also fixed matches, where one wins in the first round, and the other in the second.
Also, if we allow fixed draws, then we also allow for the discussion of situations where one needs a win, and the other doesn't care... and they will negotiate so that it is beneficial for both... that is, "selling" games on mutually beneficial terms.
