The intelligence of goblins in Might and Magic 7 is indeed the lowest among the playable races, but we were talking specifically about goblin mages. Moreover, even in Might and Magic 7, a goblin mage won't be much dumber than his colleagues from other races, and will definitely be smarter than elven rangers.

They are like that by nature and are only strong in very large numbers (they overwhelm with numbers).
