What is the bug with the huts?

When playing on any map, only the following skills can be learned in huts: ballistics, diplomacy, economics, leadership, logistics, air magic and fire magic, mysticism, wisdom, eagle eye, scouting, archery, and luck. However, Toga suggests expanding the list of skills to include all of them, as intended based on the properties of this object.
