Regarding the versions of the rules:

It's unclear which version of the rules it is, but since the topic is at the top, I initially considered it to be the main one.
2. There is a topic with the rules for the third edition: /topic/10593/
Accessing this topic isn't straightforward; I was only able to find it through the seasonal topic, although maybe I just didn't notice something.
Am I correct in understanding that the current primary rules are those from the second topic, which are significantly more liberal?
If so, wouldn't it make sense to update the first topic so that newbies like me don't waste time on outdated information?
Where did you even find that first topic? )) From some ancient year? Of course, the third edition reigns supreme, 3.1 currently. And I recommend reading the forum and following the news in this section. This is the main section dedicated to online play for version 3.
