Because they don't need it; you can practically get any job without knowing the language.
If a "Bandera supporter" hypothetically comes to power, they will have to learn the language, but this is a quite tolerable evil. Some will not be able to physically or will not want to do it on principle, and we will, of course, have to come to terms with that.
