If the authorities were to actually declare war on the people, that war would end in a couple of days: a state of emergency would be declared throughout the country, and regular army troops would be deployed.

There's no point in that – there's information that the troops are already ready to side with the people. Publicly, they have only declared neutrality so far, but I think they are just waiting. Sooner or later, they will stand up for the people, and everything will be resolved in a couple of days, just like during the August Coup. So Yanukovych is now afraid to even think about the troops. The only thing he can hope for is the deployment of troops from Russia. But this option is also doubtful, although possible.
