I agree. But I will explain why. Alan won't be checking every player's save file every week and counting how many units they have. Therefore, there remains the possibility of cheating, even if it's unintentional, meaning someone might forget to adjust the turn with the +5 bonus and accidentally end up with more troops. Removing this ban will put players on equal footing - if you want +5 troops, choose a load save :)
