For comparison, the Bolsheviks had a complete set of ideologies – from populist theses like "land to the peasants, factories to the workers" to serious scientific works by Marx and his followers. This is partly why they managed to seize power, maintain it, and rebuild the country afterward – having a goal and a guiding principle motivates both the masses and the elite.
The Bolsheviks gained power, but they largely deceived the people because they did not fulfill their promises. They certainly rebuilt the country, but at what cost, and moreover, as far as I know, the Tsarist regime also had its own plan for the country's development.
