1. If you have save files from the end of a game and believe you would have won 100%, you can submit them for the judges to review or to the Arbitration Committee. I wouldn't object to awarding a victory based on the last save file. However, there's a problem with passwords, as you can imagine, since they are known only to the players.

2. Those who don't have any objections can replay the game with a new player (in this case, the remaining save files will not be considered).

3. If you have a save file from an early or mid-game stage, you will have to replay. If any of the missing players reappear, it would be perfectly normal for the replaced players to finish their saved games. I've written to them; let's see.
