If he controls one of the Mafia members, he can simply kill someone and win. Only the Metzger has protection, and there are at least 2 obvious town members without protection.
No, you're wrong here. There won't be a new recruitment because of the blocks – what's the point in taking such a risk? And even if he does risk it, it's not a given that he won't get blocked. There will be a check and execution of the maniac.
Executing no one + new recruitment = +1 role and a vote under the Emissary's control. That's not the same at all.
