The discussion about the rules on Hv always boils down to "if I steal a cow, it's good, but if someone steals my cow, it's bad."
Regarding the game, the Hv rules on many templates include a rule about restarting due to a flawed road network (one road to the main town, etc.). However, there is no rule about restarting due to a blocked section of the map; there is only a rule about restarting due to a general block, which prevents rapid expansion from the starting town.
In essence, the TDD rules were designed in this style: a list of road network bugs that serve as grounds for technical support. There are already more of these than on other templates, but let's keep it that way.
If someone's secondary town is blocked by impenetrable guards, well, that's a problem, but it's not a major issue. Vistan, with 3 stacks, money, and hidden resources, more than compensates for the lack of a native secondary town. If the saves haven't been tampered with, I recommend finishing this generation.
