Tox isn't the culprit, nor is it Faris or Markgraf based on today's clues, meaning there are no peaceful roles associated with him. I think everyone agrees that Kosha is working with him, but I haven't found any other suspects. A fake note from Gracia, clearing Kosha, fits perfectly here. The only thing I don't understand is why the real Gracia didn't raise the alarm.
By the way, executing recruited players is a good idea; it's a shame I can't imagine where they are.
