In my games, the actions listed under one item occur simultaneously. The priority of actions under one item only matters if they overlap (for example, two blockers apply a negative effect to each other; in this case, the one listed earlier in the list will block). This is primarily done to prevent certain roles from gaining immunity to specific actions simply because they are listed earlier in the list, while in reality, they were not intended to have such an ability.
