Every country has its own champions, and depending on the rating, they either go into the champions' playoff matches (champions' path) or directly into the group stage; you can take Russian clubs as an example — they are not really competitors to TOP clubs, but the idea of the tournament is not discredited for some reason because of that.
Given that there are only two such tournaments on HeroesWorld (Novice Winter and Summer), in your words "second division Center zone" (even though I disagree with that, I'm using it to preserve the context), I considered making a separate qualification for champions unnecessary.
Plus, the winners of the Novice tournament will have an additional incentive — the right to play in this tournament (I hope that the League of Champions tournament becomes annual) and maybe even surprise the old-timers.
