I think that the Game Instructor (GI) should simply make comments to the participant, and a comment made by the GI should carry more weight than a comment from an individual forum user. With this comment, the GI would point out to the forum administration a user who has violated the portal's rules or simply moral and ethical norms, and whether to ban the person or not is up to the authorized individuals to decide... although I wouldn't mind if the GI were given the right to ban a user for a certain period of time (but not permanently); I think such a method of dealing with violators would be very effective.
