Why not just record them based on the date the report was written (the exact time is also available!)? They are written on the same day, plus or minus 1-2 days. I don't think the rating would suffer significantly because of this. And the rest (those who write reports whenever they feel like it) don't care about it anyway.

For this, the tournament organizers would need to copy the date twice when compiling the list – first, the date from the line above the nickname, and then the report itself. Creating such a list will take twice as long. It takes me about 1 hour to process 100 messages. For 2400 messages (1200 reports) in the summer season, it would take 24 hours. If players don't write the date, and the organizers do it instead, it will take 48 hours just to compile the list.
