I think so. You should have the right to punish those who violate the forum rules. I would like this to be a place for calm communication among fans of "Heroes." You are doing a great job. Keep it up :)

A ban is a serious punishment, and I think that the final decision on such a punishment should be made by people who have been appointed to this task. However, the GM can point out a violator, and I think that is enough. And if the GM establishes itself as a serious organization, then I think it will be listened to. Just imagine that someone suddenly creates another organization and also demands punitive powers :)
