After the completion of the first qualifying stage, a second final stage will be held, with participants distributed according to the principle: the strong compete against the strong. This is the most objective system for the stated goals.
Of course, the main competition will be in the first, highest-ranked group. To ensure that players in the second and other groups don't get bored, a third stage, fourth stage, etc., will be held. Full double determines the first 4 places; for the remaining 12 places and additional ranking points, additional games can be held.
