Dynasty weapons.

In the fan-Manual (mmh6_manual_rus_0.931.pdf), I read:

Sword of Coercion
Dynasty weapon – Right Hand
1: Magic Damage – 6% to damage (Magic) of friendly creatures.
2: +3 Fortune
3: Summon Juggernaut – Summons 22 (+stats, +level) Juggernauts. (Charges: 1)
4: +5 Magic Power
5: Summoning Power – Increases the effectiveness of summoning skills by 20%.
Required: Strength Affinity

When I start the game and view the item in the BUILD tab, hovering the mouse over the 3rd level of the Sword of Coercion shows a tooltip that says 33 Juggernauts are summoned...

But when I start a game, a level 1 warrior hero summons only 3 Juggernauts in battle...

Can anyone clarify this situation with such a discrepancy of 33-22-3?

P.S. My Sword of Coercion is level 3.
