Setting up the town

The game is too short to sit quietly and hope for executions.
And this method is too unstable. If you're a town member, the Mafia couldn't have known that you would be blocked again.
And if there's no web move again, and all of the previously blocked players can still make moves, there won't be any setup, and inaction will be detrimental.
