TOURNEY "Sea Battle" - rules and discussion

A question arose regarding the rules: - Is it still possible to play with the same faction more than 3 times, or not? If not, how can this be ensured with such a small pool of factions, if the same faction appears 4 times? - Is it allowed to jump through the Astral Plane into a zone where a portal has not been established? (There used to be such a restriction, but I couldn't find it now - only a statement about the opponent's starting zone).
