Yeah. IMO, Necropolis is viable on all XL maps, Jebel, and Diamond. The rest of the map types can be ruled out.

Also, Balance, where Necropolis doesn't look any worse than on XL+U. Home territory, many small guards, and the map's overall weakness, which makes Necropolis more valuable.
