Siberian Championship in Heroes of Might and Magic III.

Based on the first post in the thread, there are still 13 participants listed. Moreover, some of them definitely won't be playing. I would like to know how there will be a tournament with 16 participants. Or will the tournament format be adjusted to account for the actual number of players who arrive and register?
