Russian or foreign? And why would a literature teacher need Delphi and Java?

Russian literature. My English is at a basic level, as we need it for working with English texts.
It's a task from my boss. Halloween is coming up soon (we celebrate foreign holidays at the library). So, they said that since I'm the most active, I should create something that displays jump scares (those images from horror games that appear suddenly) on the screen while the history of the holiday is being shown. So, I want to ask, what software should I use for this?
