IMHO nobody. Goshans from the start is such an advantage for Necro that it's better not to risk it.
And definitely not Rampart, because it's a running town, not a brawling one; it needs operational space. Also, the 7th level is hard to build. Therefore, on Jebus, Rampart is somewhere in the middle of the list, if not at the bottom.
This is relevant for HotA. In SoD, Ramp is fine on Jebus. Not as tempo-oriented as Necro, but in SoD on Jebus, an excessively tempo-oriented playstyle is more of a downside than an advantage.
