Regarding the internet connection, it's not necessary to bring the streamer to Kyiv and look for a high-speed internet connection. A regular club internet connection can easily handle the required number of micro-streams/TeamViewer connections, and the streamer can connect from home and re-stream both with their own commentary.
The problem is that you need a lot of streamers for this, so that there are enough to cover all the interesting matches.
