The Crusade (autumn, winter 2013-14)

Did I understand correctly that this will be a permanent tournament with a permanent ranking? Like a season, but with a minimum of 5 games and a balanced roster of participants?

The tournament will be permanent as long as there is interest from the participants. It is necessary to calculate the player rating to reduce the number of issues during the draw. :)
