It's a tricky situation, actually. The Mafia could have easily taken a break today by framing Koshu, Oota, and Gura all at once. Let's say Oota is innocent – then Gura and Koshu are under suspicion. Gura is innocent, and Koshu is an innocent who made a mistake. The result is that by skipping their turn, the Mafia deprives three innocents of their lives, and even if that's not the case, they still distract attention from themselves.
