Heroes 4 is hated by those who don't play Heroes at all, while the fourth one is simply less popular (only relatively)
In terms of rating, I would place them like this:
1 Heroes 3
2 Heroes 5
3 Heroes 4
4 Heroes 2
5 Heroes 1
And that's based exclusively on the fact that Heroes 3 caused a sensation, and the rest follow in descending order (the newer - the more popular).
