TOURNEY "Sea Battle" - rules and discussion

We review the rules, make suggestions, offer constructive criticism, and discuss.
The rules cannot be adjusted after the tournament has begun, except in exceptional cases...

that is, a 1-deck player plays 1 game against players with 1- and 2-deck configurations; all other combinations play 2 games to determine the winner. This is one round.
A match consists of 2 rounds.

After the registration period ends (07.10.13), the captains send the judge the composition of their teams and the race of all players for all matches! and in the exact order!
Then, pairs are formed for the matches.
(In my opinion, it's better to form the pairs first, and then choose the races based on the skills (decks) of the future opponents, and thus immediately know whether 1 or 2 matches are planned with that player).
