The League of Laws is an inter-clan council.

Also, I suggest including 3-5 people who are not members of any clans in the LZMС. Let there be an outside perspective.
Although, it could be possible to create a secretariat from representatives of all clans (IMHO, it might turn into a situation where everyone has different opinions and no decisions are made). But then the second chamber should be larger.
And in general, it's time to open a representative thread for the LZMС and start registering clans.
