The League of Laws is an inter-clan council.

The Secretariat is purely about working with documents. It doesn't make any decisions; it only prepares drafts. Are many people currently writing drafts of the charter? The same will happen with the Secretariat. In reality, only 2-3 people will be working there. Let's make the Secretariat an elected body.
Also, I suggest including 3-5 people in the LZMС who are not members of any clans. Let there be an outside perspective.
Although, we could create the secretariat from representatives of all the clans (IMHO, it might turn into a situation where everyone has different opinions and nothing gets done). But then the second chamber should be larger.
And in general, it's time to open a representative thread for the LZMС and start registering clans.
