For me, the difference is that a Hill Fort can in principle be resolved and some benefit can be extracted from it, while a Cartographer cannot.
Just yesterday we voted and banned it again. It didn't even get 50% of the votes.

Did it not occur to you why I wrote little about the Cartographer? It itself is banned everywhere except Anarchy, which is fair, and defending its presence is quite difficult, but still it carries meaning in the game (specifically regarding SoD). Someone on Jebus Cross could have gotten several stacks of bears from the Cartographer, which took on even greater dispersion in the spawn with its value. The opponent gets a bad draw, and the same Cartographer on the opponent's side gives them at least some part for pulling out the situation. Otherwise, instead of the Cartographer, more goodies could have been thrown in.
Also, the reverse situation is likely, when one player gets goodies and the other gets a Cartographer, which makes those who want to remove the Cartographer at the software level push for it. But if we follow such trends, we would need to remove everything "superfluous": obelisks, Cartographer, extra artifacts as mandatory, and also the contents of utopias, etc. And that is the path to WT.
And what then? Chests are needed in one case, and obelisks in another — these are different things, what does their replacement have to do with it?
Please tell me, why are there rules about the Grail on HeroesWorld at all? Sometimes it happened that people dug it up; I dug twice, though I don't remember the templates.
And what of it that they are banned? Don't you understand that the point here is about banning or unbanning it? And in general, all new rules are introduced when they were not present before their implementation.
